One of the Midlands region’s ambulance service has been told it is not yet ready for financial independence – after failing to meet its targets for the past three years. Since April 2009, East Midlands Ambulance Service has been working towards gaining a status called “foundation trust”. But Phil Milligan, chief executive of EMAS, said the trust was told it had to prove a “track record” of good performance before it would be passed on, after three years of poor response times.
